Niger, Africa, and Yellowcake
In the late summer or early fall of 2002, the White House Iraq Group produced an internal report on the nuclear threat as part of its communications planning effect. The Washington Post, which obtained a draft of the paper, noted that it contained the first known instance of the administration’s claim that Iraq had attempted to obtain uranium from Africa.63
The initial mention of the claim outside the White House came in the declassified National Intelligence Estimate of October 2002, which asserted in its “key judgements” that “Iraq also began vigorously trying to procure uranium ore and yellowcake [refined natural uranium]; acquiring either would shorten the time Baghdad needs to produce nuclear weapons.” It continued:
